What Is the Latest on Fire Insurance in Tuolumne County?

This article leans heavily on a post in the Public Policy Institute of California’s blog, “A Deeper Look at California’s Homeowner Insurance Challenges (1).” 

Tuolumne County is rated #10 of the state’s 58 counties for wildfire danger (2), making homeowners’ fire insurance here a thorny topic. At its most altruistic, an insurance company shares a specific risk among a large enough pool of clients to allow reserves generated from affordable premiums to cover loss and operating expenses. Because risk is calculated with respect to a vast number of clients, individual circumstances such as home hardening or sophisticated alarm systems carry little weight in assessing risk unless whole communities adopt similar levels of protection (3).

Insurance companies must maintain adequate cash reserves to cover policyholder claims. The projected number and magnitude of compensable claims govern the size of a company’s required reserve. California’s elected Insurance Commissioner oversees techniques for calculating these probabilities. The commissioner also reviews the premium levels and keeps an eye on the companies’ business practices (4). 

Recent calamitous wildfires have depleted the reserves of even the largest insurers, so it is no surprise that since 2022, seven of California’s top twelve homeowners’ insurance providers have reduced their client loads or exited the market completely (5). As a result of these cutbacks, enrollment in plans through the Fair Access to Insurance Requirements (FAIR) program has increased by 115% in California since 2021, particularly in the Sierra Nevada foothills (6, 7).
