League of Women Voters Opposes the SAVE Act

The U.S. House of Representatives passed the Safeguard American Voter Eligibility (SAVE) Act for the second time in April 2025. It requires citizenship documentation, including a passport or a birth certificate with the voter’s current name, to be presented when registering to vote. Driver’s licenses are no longer be accepted as identification for voter registration.
The act is redundant and does not ensure voting integrity. It is intended to divide Americans further and demonize immigrants. Non-citizens are not eligible to vote, so there is no reason to make voting harder for citizens.
According to the League of Women Voters (LWV), “Many communities of eligible voters would be unnecessarily burdened by the requirements of the SAVE Act. Among them are military voters who would be required to present documentation every time they re-register to vote when their family moves. Families who are impacted by natural disasters may have lost necessary documentation and would be required to jump through hoops to replace these documents to register to vote, while also going through the traumatic process of rebuilding their lives. Additionally, Americans who have changed their name, like married women, would also be required to secure updated documentation to register to vote (1).“
The Act makes it harder to re-register to vote if a voter’s circumstances change, such as a name change due to marital status or a move to a different residence. Currently, voters who move or experience changed circumstances can register easily via a paper or online form. The SAVE Act would ban registering via mail or online, thus making voting unnecessarily harder for citizens. The U.S. Senate has not yet passed a similar measure.
Take Action
1. Reach out to your U.S. Senators and other elected officials to let them know that the SAVE Act is unnecessary, makes it harder for citizens to vote, and does not protect election integrity.
