Recent Civil Grand Jury Reports Include Investigations Into Earlier Questions by Engage Tuolumne Community

[Note: Published in previous newsletters and archived on our website are four articles questioning conflicts of interest and ethics of Tuolumne County government officials. Links to these articles are provided below after a brief summary of Civil Grand Jury Reports.]

The 2025-2026 Civil Grand Jury issued five reports in June after examining select issues to ensure that the best interests of Tuolumne County citizens are served by their elected representatives. Four reports contain 50 findings and numerous recommendations to address them.

Two reports document extensive research into Supervisor Mike Holland’s inappropriate intervention into the county’s Community Development Department and raise substantial conflicts of interest and other concerns pertaining to Board of Supervisor operations.

The Response Compliance Report is the Civil Grand Jury’s customary review of corrective actions taken in response to the previous year’s (2024-2025) reports and documents those findings determined to be incomplete or not fully implemented.
